Curiously, however, bureaucracy has rarely been employed as a tool to analyze how ordinary people mobilized. One reason for this is that scholars have often seen the "bureaucratic phenomenon," as Michel Crozier called it, as so all-embracing that it has little power with which to analyze the variations and struggles within mass politics. If all modern movements inevitably become Page 11 more bureaucratic, there is little to be done with the concept except to say, weakly, which movements bureaucratize earlier or more completely.
Often, they meant anyone who was disadvantaged in bringing his or her labor power to sell on the market. Thus, as Weber noted, many professionals who literally earned wages were not really workers since they enjoyed many advantages in selling their services. Meanwhile, many skilled artisans, foremen, and self-employed craftsmen still felt themselves at the mercy of those who possessed capital and controlled access to markets. It is critical to point out that, despite this breadth, the leaders of the late nineteenth century were very aware that the working class had boundaries.
