There are several reasons why high agricultural growth rates may be obtained in SubSaharan Africa. Agriculture here has a lower base from which to growcrop yields are incredibly low. Fertilizer use is a small fraction of fertilizer used in other countries. Irrigated area is about 20 percent of potential. Infrastructure development lags far behind that of most other developing countries. Private investment has been negligible. All this provides large scope for rapid growth, as African agriculture moves to a level comparable to that presently achieved in other developing countries.

The audience for the report is African government leaders involved in agriculture and the broader African and international community involved in African agriculture, including World Bank management and staff. The document has been an input to the development of an agriculture strategy for the World Bank as a whole. Page 1 1 Introduction and Summary The World Bank document, Sub-Saharan Africa, From Crisis to Sustainable Growth, A Long-Term Perspective Study, 1989 set out a strategy for development in Sub-Saharan Africa which is broadly accepted within Africa and by much of the international community.

In many of Africa's diverse regions, however, technology improvements needed include new agricultural products, low cost soil nutrient improvement, soil and water conservation on farms, agro-forestry and tree planting, integrated crop-livestock systems, improved multi-cropping systems, improved seed varieties, integrated pest management combined with the limited use of chemical pesticides and herbicides, improved hand tools, animal traction, improved livestock including small stock, use of local by-products for animal feed, simple processing and storage technology and perhaps most important, increased fertilizer use.
